A phone can record a clear voiceover when the room and microphone distance are controlled. The room usually matters more than the recording app.
Try this
1. Choose a small room with curtains, clothing, bedding or other soft surfaces.
2. Turn off fans, appliances and notifications.
3. Place the phone roughly a hand-span from your mouth and slightly to the side to reduce breath noise.
4. Record one paragraph at a time and pause silently after mistakes before starting the sentence again.
5. Listen with headphones and re-record noisy sections before leaving the room.
What usually goes wrong
Do not record in a large empty room. Avoid holding the phone while touching or moving it. Speaking too far away captures more room than voice.
